Director Health Information Management (HIM) & Coding

Description

The Director of Health Information Management (HIM) and coding provides the vision, leadership, development, and operational and fiscal management for the regional HIM services which includes Coding, Medical Transcription, Release of Information, Chart Accuracy Group, and Records Integration Group. Develops, defines, and executes project plans. Accountable for creating a culture of compliance, ethics, integrity and performance.


Essential Responsibilities:
  • Provides strategic guidance and direction for the provision of HIM and coding services by planning and executing short and long term startegic actions throughout the region supporting the Program's mission, goals, policies and procedures. Creates and manages a strong HIM culture that understands and supports the Program's vision and philosophy. Active leader in the Region's revenue cycle processes to meet defined goals and objectives. Maintains comprehensive knowledge of contemporary health record and coding practices and emerging technology (clinical information systems) to ensure that KPCO HIM and coding services and infrastructure are progressive and effective. Works closely with other business support departments to coordinate efforts, share best practices and promote consistency in processes.
  • Establishes, implements and evaluates organizational structures, policies and personnel management practices to achieve effective leadership and supervision of HIM and coding staff for the Region. Ensures the recruitment, training and retention of motivated, competent managers, technical and clerical staff. Directs operational activities to improve processes, assuring customer satisfaction. Develops and communicates accountabilities for managers/supervisors and support staff. Provides coaching, counseling, leadership to management to address human resource issues. Meets quality and throughput standards as developed through internal processes. Develops, measures and manages a high performance culture, effectively maintaining a high performing team. Develops expertise in coding functions. Meets service level agreement with Colorado Permanente Medical Group.
  • Establishes, manages and evaluates KPCO health information quality management programs. Achieves compliance with JCAHO, NCQA, ACoS and KPCO Quality Management standards, state and federal laws, regulatory agencies, administrative and medical/legal risk assessments and accepted professional practice standards. Evaluates and plans for advanced technology to enhance the quality and security of KPCO health information assets.
  • Develop vision and strategy for completeness and accuracy of documentation for accurate code capture of diagnoses, procedures and professional services. Applies regulatory standards and guidelines to medical record documentation practices and systems applications. Leads the organization through changes to meet new industry requirements.
  • Organizes, manages, assesses, reports and monitors cost effective HIM. Optimizes Release of Information revenue generation through the development, administration and monitoring of revenue, rate setting and operating budgets. Manages area of responsibility within budget authority. Maintains an ongoing process to identify, evaluate and implement cost restructuring activities to meet KPCO mission and goals.
  • Ensures effective internal controls and SOX compliance for Coding and Health Information Management functions.
  • Actively participate in labor negotiations, compilation of contract interpretation manual and provide written or oral documentation of dialogue during labor negotiations. This includes sponsorship of Unit Based Teams (UBTs) and facilitation of process improvement.
  • Accountable for employee compliance to annual Employee Health & Safety training. Creates an environment where staff are informed and involved in the environmental safety and security mission of the facility. Directs independent safety and security facility investigations and takes action on recommendations from external regulatory and insurer inspections (i.e. OSHA, County Fire Marshall, etc.)

    Qualifications: Basic Qualifications:
    Experience
  • Minimum of five (5) years management level experience in healthcare.
  • Minimum five (5) years experience in Medical Records, Coding, and/or Revenue Cycle.
    Education
  • Bachelor's degree in Health Information Management, Health Care Administration, business or related field OR four (4) years of experience in directly related field.
  • High School Diploma or General Education Development (GED) required.
    License, Certification, Registration
  • Member of the American Health Information Management Association (AHIMA).


    Additional Requirements:
  • Previous experience in position of leadership within a managed care setting or equivalent.
  • Demonstrated comprehensive knowledge of contemporary health information practices in a large healthcare setting.
  • Demonstrated thorough knowledge of sound business practices and management principles and techniques (e.g. financial management, strategic planning, personnel management and asset management).
  • Thorough knowledge of all state, federal and regulatory agency standards, laws, rules and regulations with application to health information management including the Health Insurance Portability and Accountability Act of 1996.
  • Working knowledge of health care systems within a managed care setting.
  • The ability to make presentations to various professional and public groups in formal, informal and impromptu situations.
  • Ability to respond calmly and professionally in stressful situations. Demonstrated ability to strategically plan and prioritize HIM with limited resources.


    Preferred Qualifications:
  • Seven (7) years experience at middle management or director level position within Kaiser Permanente or large Managed Care Organization (MCO).
  • One (1) year experience in compliance related functions.
  • Current Registered Health Information Technician (RHIT) or Registered Health Information Administrator (RHIA) credential, additional certification of Certified Coding Specialist (CCS) or Certified Professional Coder (CPC) credential.
  • Current working knowledge of KP HealthConnect.
  • Comprehensive working knowledge of managed health care setting, health information management, medical and legal, JCAHO, CMS, NCQA requirements.

  • Master's degrees in Health Information Management, Health Care Administration, business OR six (6) years of experience in directly related field.
