Grant Management Specialist II – Pre Award (KPWHRI)

Kaiser Permanente Washington Health Research Institute (KPWHRI) improves the health and health care of Kaiser Permanente members and the public.  The Institute has conducted nonproprietary public-interest research on preventing, diagnosing, and treating major health problems since 1983. Government and private research grants provide our main funding.We do practical research that helps people everywhere stay healthy and get the care they need.
Collaborates with scientific leadership and research project teams to provide fiscal and compliance expertise to the research program in both pre-award and post-award activities. Counsels scientific faculty on agency policies and regulatory issues. Ensures compliance with applicable grant/contract and regulatory requirements from various entities. Identifies and resolves grant administration issues based on knowledge of laws, regulations, agency policies and other requirements. Manages a portfolio of various funded projects, providing sound stewardship of funds. This position will focus on pre-award but must have a basic knowledge of post-award and contracting aspects of grant administration.
Summary of Responsibilities:
  • Lead the process for federal, industry, & foundation grant and contract applications following established internal procedures.
  • Establish timelines for application preparation and ensure all deadlines are met.
  • Develop detailed budgets & justifications for grant/contract proposals.
  • Prepare budget forms for funding agencies
  • Provide guidance to sub awardees for accurate, consistent & compliant forms.
  • Assist in managing portfolios of grant and/or contract-funded work for an assigned group of scientific investigators. 
  • Assist in developing internal policies and procedures
  • Attend daily huddles and regularly scheduled meetings


Minimum Knowledge/Skills Requirements
Intermediate ability to develop complex spreadsheets. Ability to analyze and synthesize data from various sources and generate reports and analyses. Knowledge of policy and regulatory issues related to grant/contract funded work. Ability to problem-solve. Strong attention to detail and high degree of accuracy. Ability to work as part of a team as well as independently.

Preferred Knowledge/Skills
Intermediate Knowledge of policies and procedures of research funding sources, especially National Institutes of Health (NIH). Ability to provide trusted counsel to principal investigators and project teams on agency and regulatory issues 
Minimum Education Requirements
Bachelors Degree in any general field of study. Equivalent combination of education and experience may be considered in lieu of degree.

Preferred Education
Bachelors Degree in Business, Finance, or related field.
Minimum Experience Requirements
2 years related experience (or equivalent combination of education and experience) in grant and contract administration (or related field).

Preferred Experience
3 years experience in pre-award and/or post-award grant/contract work. Related experience in a research environment. Experience working in a deadline-driven environment. Experience developing project budgets. Experience managing budgets and providing stewardship of funds.
